Indonesia's Su-35 Programme Faces Offset Hurdle

Indonesia's Ministry of Defence (MoD) has confirmed in a statement that its plan to procure Sukhoi Su-35 'Flanker-E' multirole combat aircraft from Russia has been delayed due to "uncertainty" over issues related to technology transfers.

The MoD said that the proposed procurement was discussed by MoD officials and visiting senior representatives from Russia's military export agency Rosoboronexport on 3 May.

Quoting the officials, the MoD statement said that Indonesia's proposed procurement "has passed several stages" but that "there is one stage that has not been fully realised".

The MoD went on to explain that this key stage was a required evaluation from the MoD's procurement team, which it said is determining provisions including defence offset obligations as well as "trade and funding".

  6. Berapa hari yg lalu "difence pk" menampilkan gambar F16 V dgn camo Tni au. Jk hal itu benar, saya merasa kok ada yg aneh dengan pengadaan SU-35 dari Rusia ini.
    shg saya bisa memahami kekewaan militaries eunthuiast terkait fenomena "akan" dan "sedang" yg sedang menjangkiti bibir para pengambil keputusan kita.

  7. this is expected...be realistic!!..it's not possible to order 8 planes, and ask for its blueprint..and funny thing is, indo think it's possible because of "strategic" partnership... urmm, NO..for russia, indo is just another asean country nothing more..no special relationship whatsoever russia only wants money. unless indo is china or india, who has loads of cash and nuke arsenal than maybe they'll talk.. otherwise sorry, do some reality check..

    1. Bro, if you follow the SU-family's acquiring proccess, back to Megawati's Goverment, you could see that are more challenges than to acquire any west war planes.
      So i think that the problem is not in guantity nor the TOT but mainly on the political will of our elite politician.

    2. No Frans it's clear as day. The process is stuck on OUR side. We want some degree of ToT, some export credit, some trade and so on. Indonesia wants TOO MUCH for a country buying only 8 aircrafts.

      The people believing that Russia will give Indonesia what it wants even when the deal is going to heavily favour only Indonesia just because of "good" or "historic" or "strategic" partnership between Indonesia and Russia are delusional. Those words are just basic diplomatic key words for being polite. Nothing more, nothing less. Diplomats use those words all the time.

      The only countries Russia consider as an ally nowadays are India, China, and to an extent Assad's Syria. Indonesia is just another country buying their products. This is just business, they only care about the money.

    3. Actualy,i do agree with you bro. What i want to say that: there are many people inside us who are thougt that any weapons which are buyed from Rusia( nor china) could placed our country to be in danger, to back to comunist or to face the "who know whom" nor to unbalance the "peaces asean"
      But why some other nation in the area could buy the modern and sophisticated weapons and ...it is ok.
      So in my opinion these all come from our own opinion, our own misinterpretation about the geopolitic for the good of their own interest.

    5. If by other country you mean Vietnam, they are not as demanding as us on the ToT and so on and yet they buy more. Of course they get their stuff quickly. Plus Vietnam is always consistently using Russian weapons. We don't. We don't want to depend on 1 country too much.

  9. I think in certain degree requirement to get ToT is by far a bit difficult unless we could provide a best deal for Rusia.

    What worry me this is just a reason in order we don't purchase SU-35

    1. Sometimes i wonder why things gonna backspin when we use to leap forward(especially in defence area)?
      What was the real reason behind the Kartika missile postpone? And any others strategic project.
      Yeah it's our own err, our ownself were responsible for those failure project, but...
      We had preparing the sdm, we had the sda but... stil why?
      These could make me to go to the conspiration theories...
      Hope we had learn much and go on.
      I do not how long this Su 35 sinetron over, i do not care how but if this happen for and only for the nation interest and dignity i will wait.

  10. I really don't care about the Su-35 program anymore. From the start I have already said, that if Indonesia wants to force ToT and so on, we should've gone for the option that already OFFERS all of that as part of their program. The Gripen.

    But no, we try to butt heads with Russia with the Su-35 and we wonder why it takes so long. Do you really think that Russia is going to back down to an unfavorable deal with a country that only buys 8 aircrafts?! Are you insane?!

    Whatever the russian diplomats say, they said it as a basic courtesy in diplomacy. But it really means nothing! We are not considered a close ally to Russia. Only India, China, and Assad's Syria are. We are not even a big customer like Vietnam! Even their ally India is getting annoyed by the amount of ToT they receive from joining the PAK-FA program! What makes Indonesia think that Rusia will treat us better than India?! Total arrogance, insanity and stupidity.

    1. Bro,as i said before these happen because and from our side.
      I do agree with you in these "that we are not a big custumer like Vietnam, India,Egipt nor aljazair",but still our goverment strickly and steadily want to acquered the SU 35 in few number WITH IT'S complicated Tot and Ofset,why? It's a weird is not it.
      In other words i can say we had made the barrier for ourself to procure that plane but still want it, why? What is happen, what do happen behind these "the unlogical plan"?
      There for i am wonder.
      As we all know the TNI AU need the 4th++ fighter, and The SU-35; EUROFITHER and the RAfALE are the best Candidate.
      They choose SU 35 with it complicated pracondition barrier.
      These condition forces me to understand what and why...and for our nation
      I choose to wait and see the ending of this sinetron.

    2. They're trying to force Su-35 through because aparrently our pilots are already "used to operating the Sukhoi family" which is not 100% true because the pilots that are going to operate the new aircrafts were F-5 pilots and they now need to be retrained.

      Detterence is also a reason but lets be honest here 8 Su-35s are less scary than 12 or so Gripens with AWACS support and so on. Plus Gripens are more fitting to our doctrine. We don't do open war, we fight as a coordinated and highly trained guerilla force and Gripens are made by the swedes to work with that kind of doctrine.

      Plus the ToT situation, which is crazy considering the Su-35 is the latest hot stuff from Russia and we are only buying 8. It all just doesn't make sense. I just feel like Rosoboron might be playing dirty to win the tender, which they're infamous for.

    3. We could say that Rusian was playing a dirty game to win, But how about our side, it is very logic for me if we look deep on ourself.
      What are the motives of our own man or why they play these strategy on such "an ilogical game"?
      They all knew and understand about the fund which were Rusian lended for us to buy their weapon but we come to them just to buying a few weapon (plane) using our own money(refusing the $3 billion USA)
      while on the same time buying another weapons in huge quantity.
      Sorry to say, i am not The Rusian supporting weapon, just want to understand these "weird and iratinal transaction".

    4. Well this credit from Russia could also be a reason. I don't know... tbh I'm so bored of reading news about this program's progress.

      It just all feels really stupid for me. Butting heads with Russia trying to force a deal that just seems too one sided, which causes so many delays.

      Even the progress of the IFX program is more interesting than this, even when the progress is so slow and we have to wait until the 2020s for it.
